On the morning of October 29, General Secretary Xi Jinping delivered an important speech at the opening ceremony of the special seminar for principal leading officials at the provincial and ministerial levels on studying and implementing the spirit of the Third Plenary Session of the 20th CPC Central Committee. He pointed out that "upholding the correct principles while promoting innovation is a major principle that we must firmly grasp and always adhere to in further deepening reform comprehensively," and emphasized the need to "vigorously advance innovation in theory, practice, institutions, culture, and all other fields, thereby providing strong impetus and institutional guarantees for Chinese-style modernization."
During the seminar, some participants were interviewed by our newspaper’s reporter. All of them expressed that they would deeply study and thoroughly grasp the spirit of General Secretary Xi Jinping’s important speech, gain a profound understanding of the guiding ideology, overall objectives, major principles, and scientific approaches for further comprehensively deepening reform, firmly maintain confidence in reform, stay true to the right course of reform, strengthen their sense of responsibility for reform, and pool collective efforts to implement the decisions adopted at the plenary session with unwavering courage and determination.
“General Secretary Xi Jinping’s important speech at the opening ceremony was visionary, incisive and profound, and rich in content. It provided us with a vivid and comprehensive lesson—covering theory, practice, and ideology,” said Wu Xiaojun, Deputy Secretary of the Qinghai Provincial Party Committee and Governor of the province. Since the 18th National Congress of the CPC, General Secretary Xi Jinping has visited Qinghai three times, bestowing upon the province the designation of “the three greatest challenges” and assigning it a “three-fold more important” strategic position, thereby providing fundamental guidance for our work in Qinghai. “We will keep his instructions firmly in mind, be grateful and forge ahead with determination, and strive to take new steps and open up new prospects in promoting ecological protection and high-quality development on the Qinghai-Tibet Plateau.”
“General Secretary Xi Jinping’s important speech profoundly summarizes the historic achievements made in comprehensively deepening reform in the new era, clearly articulates the major principles for further comprehensively deepening reform, and scientifically outlines the paths and methods for advancing reform. This speech will further unify our thinking and understanding, rally the Party’s heart and the people’s hearts, and pool powerful forces to further deepen reform comprehensively and advance Chinese-style modernization,” said Fu Hua, Party Secretary and President of Xinhua News Agency.
He Junkuo, Secretary of the Party Leadership Group of the China Association for Science and Technology, Vice Chairman in charge of daily work, and First Secretary of the Secretariat, believes that holding this special seminar at a time when the entire Party and the whole country are enthusiastically studying and implementing the spirit of the Third Plenary Session is both timely and highly significant. “General Secretary Xi Jinping’s important speech profoundly elucidated that reform must uphold both principles and innovation while mastering scientific methods. This provides crucial guidance and an action roadmap for building ideological consensus and rallying reform efforts across the Party and society.”
“Through this study, I’ve deeply realized that reform is not something that can be achieved overnight—it requires sustained effort and steady progress,” said Zhang Ke, Party Secretary and Director of the National Healthcare Security Administration. Currently, China has established the world’s largest social security and healthcare systems. “Going forward, we will resolutely implement the important instructions and directives of General Secretary Xi Jinping, and as always, continue to do our utmost within our capabilities, steadily advancing the comprehensive coverage and gradual deepening of our healthcare security system.”
Upholding integrity and fostering innovation are dialectically unified. Only by upholding integrity can we ensure that innovation always stays on the right track; only through continuous innovation can we better uphold integrity. Participants in the seminar expressed that they will maintain unwavering resolve and unshakable commitment, forever preserving their bold spirit and courage to innovate and tackle tough challenges, thus driving reform to achieve ever-new breakthroughs.
Education, science and technology, and talent are the foundational and strategic underpinnings of Chinese-style modernization. “The plenary session’s ‘Decision’ dedicates an entire chapter to establishing institutional mechanisms that support comprehensive innovation, reflecting the Party Central Committee’s high regard for scientific and technological innovation,” said He Junkke. As a science and technology organization led by the Party and an important component of the national innovation system, the China Association for Science and Technology will deeply study and grasp the spirit of the General Secretary’s important speech, closely focus on its own functions, and encourage广大科技工作者 to make new and greater contributions to accelerating the achievement of high-level scientific and technological self-reliance and strength and to building a strong science and technology nation.
Ensuring and improving people’s livelihoods during development is a major task of Chinese-style modernization. Zhang Ke stated that since its establishment in 2018, the National Healthcare Security Administration has, in accordance with the unified deployment of the Party Central Committee and the State Council, been vigorously promoting the construction of a multi-tiered healthcare security system. Going forward, we will resolutely implement the important instructions of the General Secretary, fully carry out the reform tasks laid out at the Third Plenary Session of the 19th CPC Central Committee, continuously care for the “young,” protect the “old,” take good care of the “sick,” actively support the “new,” and firmly crack down on the “fake.” We will move forward steadily and swiftly, constantly striving to secure greater well-being for the people.
At the opening ceremony, General Secretary Xi Jinping emphasized the need to effectively guide public opinion on reform, strengthen positive publicity, and sing the main theme while spreading positive energy. “As a key hub for the Party’s news and public opinion work, Xinhua News Agency must resolutely ensure thorough implementation and actively shoulder its responsibility and mission of inspiring positive energy and promoting the main theme,” said Fu Hua. He added that the next step will be to continue clarifying and promoting General Secretary Xi Jinping’s series of new ideas, new perspectives, and new judgments on comprehensively deepening reform; to interpret and publicize thoroughly the spirit of the plenary session’s “Decision”; and especially to intensify publicity efforts aimed at the grassroots level and the general public. By continuously telling China’s development story well, we can solidify the ideological and mass foundations for the entire Party and society to jointly advance reform.
Reform requires not only careful planning but also effective implementation. Wu Xiaojun stated that, on the new journey ahead, Qinghai will adhere to a strategy of both breaking old practices and establishing new ones, deepen reform of the national park system, and earnestly fulfill its role as the guardian of the “Water Tower of China.” Qinghai will also remain committed to green development, striving to build a modern industrial system with Qinghai-specific characteristics that meets the requirements of green, low-carbon, and circular development. Furthermore, Qinghai will firmly shoulder its political responsibilities, refine and concretize reform tasks, and, with the political courage to tackle tough challenges and face difficulties head-on, confront problems with resilience, perseverance, and unwavering determination, thus vigorously opening up new horizons for reform and development.
“One part planning, nine parts implementation.” After four days of intensive study, the participants have come away enriched and brimming with confidence. All unanimously expressed their commitment to rallying even more closely around the Party Central Committee with Comrade Xi Jinping at its core, deeply grasping the decisive significance of the “Two Establishments,” and firmly upholding the “Two Safeguards.” They pledged to better align their thoughts and actions with the spirit of General Secretary Xi Jinping’s important speeches and the directives of the plenary session, uniting as one, forging ahead with determination, and persevering over the long term to steadily and sustainably advance further comprehensive deepening of reform and continuously inject strong momentum into China’s modernization drive.
