Xinhua News Agency, Beijing, November 15 — The 22nd issue of the magazine "Qiushi," to be published on November 16, will feature an important article by Xi Jinping, General Secretary of the CPC Central Committee, President of the People's Republic of China, and Chairman of the Central Military Commission, titled "Supporting Chinese-style Modernization with High-Quality Population Development."
The article emphasizes that China has long been the world’s most populous country, and population development is a major issue closely linked to the great rejuvenation of the Chinese nation. Based on a comprehensive assessment, as the economy and society continue to develop and the age structure of the population undergoes changes, China has generally shifted from a phase of population growth to one of population decline. Population development is now characterized by distinct trends, including declining birth rates, an aging population, and increasingly divergent patterns of population growth and decline across different regions. Advancing Chinese-style modernization therefore faces new demographic conditions and challenges. We must have a comprehensive understanding of and adopt the right perspective toward these new developments in China’s population landscape.
The article points out that to do a good job in population-related work in the new era, we must adhere to the guiding principles of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, and comprehensively, accurately, and thoroughly embrace the new development philosophy. We should keep in mind the strategic arrangements for building a strong country and achieving national rejuvenation, refine the population-development strategy for the new era, recognize, adapt to, and lead the new normal in population development, focus on enhancing the overall quality of the population, strive to maintain an appropriate fertility rate and population size, and accelerate the development of a modern human resource pool that is of high quality, abundant in total quantity, optimally structured, and reasonably distributed—thus using high-quality population development to underpin Chinese-style modernization. We must firmly grasp the following principles: First, we must uphold the principle of promoting high-quality economic and social development through high-quality population development. Second, we must adopt a systematic perspective to coordinate and plan population issues. Third, we must rely on reform and innovation to drive high-quality population development. Fourth, we must promote the all-round development of individuals and common prosperity for all the people.
The article outlines key tasks for supporting Chinese-style modernization through high-quality population development. First, we must deepen reform and innovation in education and healthcare to comprehensively enhance the overall quality of the population. Second, we need to establish and improve a comprehensive system of policies supporting childbirth, thereby promoting the long-term balanced development of the population. Third, we must strengthen the development and utilization of human resources to increase the effective labor supply across society. Fourth, we must implement a national strategy for proactively addressing population aging, striving to ensure that the elderly enjoy adequate care, meaningful engagement, and a fulfilling life in their later years. The article emphasizes that to do a good job in population-related work in the new era, we must uphold the Party’s comprehensive leadership. We need to establish and improve leadership and coordination mechanisms that promote high-quality population development. We should strengthen population statistics and dynamic monitoring and early warning systems, refine the legal framework for population and fertility protection, and build a population theory system with Chinese characteristics. Moreover, we must carry out effective publicity and guidance to create a positive atmosphere.
