Only if violations persist despite repeated warnings will the system issue a red alert.

Since the in-depth implementation of the spirit of the Central Government’s Eight-Point Regulation and the launch of related study and education initiatives, Shanghai has introduced the “Work Plan on Further Optimizing Street Vendor Management and Enhancing the City’s ‘Lively Atmosphere’.” The shift in cadres’ work style—from “chasing after” to “centering around”—has spurred a transformation in governance. Neatly arranged outdoor stalls and bustling street markets have boosted merchants’ revenues and won widespread praise from the public.

“Wind is generated above, and customs are shaped below.” As the strong leadership core of the cause of socialism with Chinese characteristics, our Party’s work style not only affects its own image but also serves as a towering banner, guiding the value orientation and spiritual outlook of the entire society.

Since the 18th National Congress of the Party, the Party Central Committee—with Comrade Xi Jinping at its core—has taken the formulation and promulgation of the Central Government’s Eight-Point Regulations as its starting point to tackle key issues head-on. It has relentlessly strengthened the Party’s conduct-building efforts, leaving clear marks wherever it has struck and leaving indelible impressions wherever it has stepped. As a result, some longstanding unhealthy practices that had long resisted correction have been brought under control, and some deeply entrenched problems that had persisted for years have finally been addressed. Forever Uphold the Distinctive Character of Self-Revolution

“Nailing a nail—just keep hammering away, persisting over the long term, and gradually turning it into a common practice.”

In March of this year, as the campaign to thoroughly implement and study the spirit of the Central Committee’s Eight-Point Regulation was launched, General Secretary Xi Jinping visited Guizhou and Yunnan for inspection. While highlighting the positive results achieved by the Eight-Point Regulation, he also pointed out incisively: “In some localities, there has been a loosening of discipline; in certain areas, blind spots and loopholes still exist; and some unhealthy tendencies have begun to rebound and resurface.”

“Drive in a few more nails”—this embodies the firm resolve of “We must pursue the defeated enemy with our remaining strength,” the unwavering perseverance of “We’ll never return until we’ve conquered Loulan,” the profound clarity of “We’re unafraid of clouds that obscure our vision,” and, above all, the steadfast commitment of “To benefit the nation, we’ll face life or death without hesitation.”

The Party’s work style is closely linked to its image, reflects the people’s support or opposition, and determines the Party’s very survival. We must never take issues related to work style lightly, at any time.

Fast-forwarding to more than a decade ago, “sky-high-priced mooncakes” concealed illicit transactions; “food waste on the tip of the tongue” was shockingly rampant; “unhealthy practices in clubhouses” eroded public trust; and “corruption involving official vehicles” deeply hurt the people’s sentiments—each of these issues drew widespread social criticism.

Breaking the deadlock is imminent.

On December 4, 2012, less than a month after the conclusion of the 18th National Congress of the Party, the Political Bureau of the CPC Central Committee reviewed and adopted the Eight-Point Regulation on Improving Work Style and Closely Linking with the Masses. Comprising just over 600 words, this regulation set forth clear guidelines in eight areas—including investigation and research as well as meeting activities—to strengthen work style building, marking the “first action” by Chinese Communists in the new era to reshape their public image.

What is said must be done, and promises must be fulfilled. At the end of the year, General Secretary Xi Jinping visited Fuping in Hebei Province to “see the real poverty,” leaving a deep impression on everyone. During the preparation phase of the inspection, the General Secretary gave clear instructions to officials from the Central Office: The event’s organization must reflect the requirement of improving work styles—no arrangements should be made, no staging should take place, and neither the county nor the villages should engage in large-scale cleanups or elaborate preparations. Everything should remain authentic and true to life—showing people as they are and letting them speak their honest minds.

Lead by example—actions speak louder than words.

For over a decade, each level has set an example for the level below, and each level has led by example, combating the “Four Winds” and fostering a new ethos. The people have continuously witnessed tangible results and positive changes.

The hedonistic and extravagant practices have drawn strong complaints and deep condemnation from the masses. All regions and departments have demonstrated the spirit of driving nails home—firmly holding onto each critical point and steadily overcoming one problem after another. They have carried out in-depth efforts to address issues such as improper dining and drinking, illegal acceptance and giving of high-end local specialties, gifts, and cash gifts, as well as misuse of public funds for tourism. By strengthening the simultaneous investigation and treatment of both corruption and unhealthy trends, they have achieved remarkable results.

A tiny zongzi reflects a major shift in style.

“Please cooperate by reviewing the recent sales receipts for zongzi!” Before this year’s Dragon Boat Festival, the Commission for Discipline Inspection and Supervision of Jiangyong County, Yongzhou City, Hunan Province, joined forces with departments including taxation, finance, auditing, and market regulation to form an inspection team that went directly to shopping malls, supermarkets, and workshops.

For a time, zongzi had become distorted—used as a tool for gift-giving to curry favor, a vehicle for fostering unhealthy practices and corruption. Negative phenomena such as public funds being used for lavish consumption, excessive packaging, and the use of expensive ingredients quietly took root and flourished. In recent years, disciplinary inspection and supervision authorities have “drawn their swords” without fail during every major holiday, conducting both overt and covert inspections and publicly exposing typical cases, firmly severing the chain of improper gift-giving and receiving. Today, zongzi packaging has become simpler, prices more affordable, and the authentic aroma of zongzi has returned, with its fresh flavor now even richer and more appealing.

Formalism and bureaucracy are major enemies of our Party and the people. “Endless meetings, endless forms to fill out, and endless inspections to endure”—for a time, these burdens placed an unbearable strain on many grassroots-level cadres. From designating a “Year of Reducing Burdens at the Grassroots Level” to issuing the “Several Provisions for Rectifying Formalism and Reducing Burdens at the Grassroots,” the Party Central Committee has consistently and thoroughly tackled formalism to ease the burden on grassroots cadres, enabling them to work with greater ease and freedom.

In recent years, Chongqing Municipality has developed the “Yi Biao Tong” smart reporting system, which integrates and streamlines a large volume of routine, high-frequency, and complex historical reports at the grassroots level, transforming them into standardized business forms. All levels and departments can rely on these business forms for data maintenance, intelligent reporting, and on-demand access, enabling “data to travel more while reducing the burden of excessive reporting at the grassroots level.” Many grassroots-level officials have enthusiastically welcomed this initiative, commenting that “we’re focusing less on formalities and more on actual results,” “the workload has been lightened, our motivation has soared, and we now have more time and energy to serve the people.”

During his inspection tour in Luoyang, Henan Province, General Secretary Xi Jinping delivered a heartfelt and earnest admonition—

“As long as the ‘Four Winds’ problems persist, we must continue to fight them with the determination of a tough battle and a protracted war.”

Recently, numerous typical cases of Party members and government officials violating regulations by engaging in improper dining and drinking have been publicly reported—from the central level down to local authorities—serving as a series of wake-up calls. These cases remind us that there are still those who disregard laws and discipline, and the risk of a resurgence of unhealthy tendencies and corrupt practices remains real.

Problems of work style run deep and are intricately intertwined, exhibiting both stubbornness and complexity—far from being solvable in a single day. To win this tough and protracted battle, we urgently need political wisdom and systematic strategies. So, how can we simultaneously dismantle the old and establish the new, purging the corrupt while promoting integrity? And how can we ensure that the prevailing atmosphere continues to improve and grow better over time?

General Secretary Xi Jinping profoundly pointed out: “Party spirit, Party style, and Party discipline constitute an organic whole. Party spirit is the foundation; Party style is the manifestation; and Party discipline is the safeguard.” In the new era, the Party’s efforts to strengthen its work style have adhered to a problem-oriented approach and reinforced systems thinking. When it comes to issues of work style, Party spirit plays the decisive role. The Party’s innovative theories embody the political character, value aspirations, spiritual realm, and ethical standards expected of Chinese Communists, serving as the vital source that nourishes Party spirit.

Early in the morning, the Party-Mass Service Center in Naliu Village, Huguang Town, Mazhang District, Zhanjiang City, Guangdong Province, was packed with Party members. On the big screen, a special tutorial from the “Nanyue Party Member Lecture Hall” was being broadcast live. The Party members sat attentively, occasionally bending over their notebooks to take rapid notes. When the lecturer analyzed a case in which a village branch secretary had been disciplined for improperly hosting a banquet, many in the audience were deeply moved. “No matter what position you’re in, you must pay close attention to even the smallest details and remain above board,” said one attendee.

To ensure that the spirit of the Central Government’s Eight-Point Regulation truly takes root in the minds and hearts of Party members, Guangdong has leveraged its remote education platform for Party members to bring the “Nanyue Party Member Lecture Hall” to over 27,000 Party organizations across the province’s villages and communities. This enables even the most grassroots Party members to access high-quality instructional sessions, guiding them to deeply study and grasp General Secretary Xi Jinping’s important remarks on strengthening the Party’s work style, cultivating strong Party spirit, and enhancing their ideological awareness.

Belief is the root, and style is its manifestation. When the root is upright, the manifestation naturally coalesces; when the root is flawed, the manifestation will inevitably fall apart. Since the advent of the new era, every centralized educational campaign conducted by the Party has begun with ideological education. Improving work style relies both on personal awareness and on institutional mechanisms. “Maintaining consistency in our efforts and seeking long-term effectiveness through institutional development” is a valuable lesson our Party has learned in advancing work-style reform. The Central Committee’s Eight-Point Regulation takes a macroscopic view while focusing on specific, practical details; it strikes at the heart of the matter and proves to be both pragmatic and effective—serving as a successful model for governing the Party through institutions and rules.

“Now, you can clearly check how much money the village has spent and where the money was allocated—just by looking at the notice board or using the ‘Supervision One-Stop’ app on your phone!” said Huang Jiangqin, a villager from Zhuping Village, Yangwei Town, Yunxi County, Shiyan City, Hubei Province.

Not long ago, the General Office of the CPC Central Committee and the General Office of the State Council issued the "Regulations on Honest Performance of Duties by Grassroots Rural Cadres," adding another institutional safeguard to standardize the operation of small-scale powers at the village level. Yunxi County has adopted a multi-pronged approach to promote the standardization and regularization of village affairs disclosure. Party affairs, government affairs, and financial matters are regularly posted both on bulletin boards and simultaneously made available online via WeChat groups for villagers and the “Supervision One-Stop” platform for small-scale powers, ensuring that villagers working away from home can also effectively exercise oversight and that power operates transparently and in compliance with regulations.

Institutions address the root causes and ensure long-term stability. Over the past decade or so, Party regulations such as the "Regulations on Disciplinary Actions of the Communist Party of China" and the "Regulations on Strict Economy and Opposing Waste in Party and Government Organs" have been continuously refined and improved—much like fences that grow tighter and tighter. Inspection and supervision efforts wield a sharp sword, with coordinated efforts from top to bottom, effectively tackling a host of persistent problems in work style. Provisions requiring leading cadres to report personal matters and regulating the professional conduct of their family members, coupled with the establishment of an assessment and evaluation system that promotes and upholds a proper view of political achievements, further ensure that power cannot be wielded arbitrarily.

Cultural enrichment nurtures a positive atmosphere.

The root of style-related problems lies in the cultural soil. To comprehensively and strictly govern the Party, we must not only address the symptoms by using strong measures to eradicate deep-seated ills and impose severe punishments to restore order, but also tackle the root causes by cultivating sound minds, refining personal conduct, nurturing a positive culture, and safeguarding the fundamental principles of governance.

“We can’t eat apples like these even now,” General Secretary Xi Jinping said once again about the “apple” story when he visited Liaoning on the eve of this year’s Spring Festival to show concern and extend greetings to grassroots cadres and residents.

In Jinzhou, Liaoning Province, more than 70 years ago during the Liaoshen Campaign, the touching story of the Northeast Field Army’s “not eating apples” took root deeply in the land like a seed imbued with discipline and original aspirations. Today, this seed has taken hold and sprouted, becoming a spiritual source that nurtures the integrity and self-discipline of Party members and cadres.

Looking across the country, China’s outstanding traditional culture, revolutionary culture, and advanced socialist culture shine together in vibrant harmony. In the new era, the building of a clean and upright culture is being carried out solidly, and a positive and healthy intra-party political culture has become firmly established. A fresh atmosphere of seeking truth and being pragmatic, and upholding integrity and honesty, is steadily permeating all sectors of society.

Ideas guide direction, systems regulate behavior, and culture nourishes the soul—these three elements are interconnected and mutually supportive.

Practice has profoundly shown us that strengthening work style is a profound self-revolution. Only by consistently addressing Party spirit, Party conduct, and Party discipline together, integrating efforts to rectify conduct with strict discipline and anti-corruption measures, linking short-term remedies with fundamental solutions, and adopting a systematic approach sustained over the long term, can we truly deepen and sustain the effectiveness of work-style building—eventually transforming it into a widespread and ingrained cultural norm.

Mobilizing the tremendous power to get things done and start businesses.

The importance of work style is as heavy as a thousand jun. Where does it ultimately lead? It is to infuse the Party’s cause with inexhaustible momentum and to rally the mighty strength of a united and determined people.

General Secretary Xi Jinping’s statement was resounding and powerful: “The greater the risks, the more challenges we face, and the heavier the tasks ahead, the more we must strengthen the Party’s conduct of work—using a sound work style to uplift spirits, inspire fighting spirit, establish a positive image, and win the hearts and minds of the people.”

In 2020, the Party Central Committee outlined a blueprint for building the Chengdu-Chongqing Twin-City Economic Circle. Sichuan and Chongqing have joined forces in solidarity to jointly build the Gaozhu New Area. However, at the very beginning, policy differences between the two regions became an “obstacle” to business investment. “The lack of uniform administrative permits and inconsistent penalty standards have deterred many investors,” admitted Li Jia, full-time deputy secretary of the New Area Party Working Committee.

Breaking down barriers relies solely on practical action. Party members and cadres have risen to the challenge and tackled tough reforms: a mechanism for selecting policy elements—“prioritizing lower costs over higher ones, and higher policies over lower ones”—has emerged, ensuring consistency in policy standards. As barriers are broken down, vitality surges forth; in just five years, the number of enterprises in the new zone has doubled.

Today, on the battlefield of securing a decisive victory in the 14th Five-Year Plan and advancing toward high-quality development, the vast number of Party members and cadres are firmly establishing the right views on power, performance, and career, brimming with vigor and determination, and truly putting their sense of responsibility and commitment into practice—

At the forefront of scientific and technological innovation, cadres have transformed into “logistics ministers.” Every week, the special task force for technology transfer in Hefei, Anhui, shuttles between university laboratories. With the simple remark, “Scientists just focus on tackling key challenges—leave the implementation details to us,” cutting-edge technologies are rapidly accelerated toward production lines.

As a key battleground for industrial transformation, cadres are boldly tackling the “toughest challenges.” The officials in Shanxi’s Comprehensive Reform Demonstration Zone for Transformation are directly confronting the pain of resolving overcapacity, uniting their efforts to foster new growth drivers, and forging new paths forward.

On the front line of green development, cadres are firmly shouldering their ecological responsibilities. Along the Yichang section of the Yangtze River, cadres are conducting round-the-clock patrols to keep the waters clear and vigorously promoting reforestation projects—demonstrating with concrete actions the principle of "jointly focusing on large-scale protection rather than large-scale development."

In this vibrant land of rural revitalization, cadres are rolling up their sleeves and diving right in. They’re cultivating industries that boost farmers’ incomes and improving living environments—so much so that the stationed cadres have gotten deeply tanned. “The village is more beautiful, and the villagers are smiling—this effort is totally worth it!” says Chen Haonan, the first secretary stationed in Houtun Village, Huazi Town, Dengta City, Liaoning Province.

A hotline warms a whole city.

“The main water pipe outside the south gate of our residential community has burst, causing water to accumulate on the road and leaving our homes without water. Please send someone over to fix it immediately!” Not long ago, the Beijing 12345 hotline received an urgent call from a resident. Less than fifteen minutes after the call ended, officials from Longshan Subdistrict in Huairou District arrived at the Yianyuan Residential Community. The community immediately activated its “temporary water supply plan,” and repair crews worked against the clock, completing the pipeline repairs overnight.

Behind its efficiency lies Beijing’s innovative “Party Building-Driven Immediate Response to Petitions” reform—a transformative governance initiative for a megacity that is driven by the people’s demands. As officials shift their work styles and governance becomes more effective, the public genuinely feels that the immediate response to petitions is a tangible sense of gain right at their doorstep. On June 23 this year, Beijing released guidelines on further deepening the “immediate response to petitions” reform, continuously striving to make the response even more precise and practical.

In Chinese-style modernization, people’s livelihood is of paramount importance. Putting the people at the center is a defining feature of the Party Central Committee’s governance and administration practices in the new era—

The practice of "going to the grassroots level four times" has become a widespread trend. Since the advent of the new era, changes in Party and government conduct have directly influenced shifts in public and social norms: volunteer service has become widespread, and acts of kindness by ordinary people are emerging one after another; practicing thrift and opposing waste have become a new social trend, with the "Clean Plate Campaign" evolving from an initiative into a conscious habit. Extravagant displays of wealth and ostentation have declined, and negative social attitudes such as "face-saving culture" have been effectively corrected... This refreshing atmosphere is particularly evident in the business environment. Not long ago, when entrepreneur Jiao Pengbo was applying for a business license, he had considered “relying on connections and finding back doors” to get things done—but a friend advised him instead to “just go straight to the service counter.” The next day, Jiao Pengbo headed to the Administrative Service Center in Linzi District, Zibo City, Shandong Province. From initial consultation and guidance to document acceptance and backend processing, every step was handled by dedicated staff. Soon after, he received a notification that his license was ready—and indeed, he’d managed to get it done without having to rely on any personal connections.

“Close yet measured, clean yet proactive”—this is precisely the essence of the new type of government-business relationship. Today, Linzi District is launching a wide-ranging discussion on “What I’ve Done for the Business Environment” and rolling out the “Start Construction Immediately Upon Land Transfer” reform: four procedural steps have been streamlined, the number of required documents has been cut in half, and a precious 20-day window has been secured. Businesses wholeheartedly applaud: “Now, dealing with the government feels much more reassuring, allowing us to focus entirely on innovation and development.”

The people’s hearts are the greatest form of politics. According to a 2024 survey conducted by the National Bureau of Statistics, 94.9% of respondents expressed positive approval of the effective implementation of the spirit of the Central Committee’s Eight-Point Regulation. This weighty public opinion vividly illustrates the deep-rooted foundation upon which our Party has won the trust and support of the people.

The bold pioneering spirit displayed at the forefront of reform and opening-up, “blazing a bloody trail,” exemplified the ethos of emancipating minds and seeking truth from facts... Throughout the historical periods of revolution, construction, and reform, generation after generation of Chinese Communists, relying on the Party’s glorious traditions and fine style, have forged an invincible political advantage, united and led the people to overcome countless mountains and rivers, surmount myriad difficulties and dangers, and propelled the cause of the Party and the people ever onward from victory to victory.
