On June 30, General Secretary Xi Jinping delivered an important speech while presiding over the 21st collective study session of the Political Bureau of the CPC Central Committee. From the strategic perspective of advancing the Party’s self-revolution, he put forward crucial requirements for further strengthening and implementing strict supervision and disciplinary enforcement. General Secretary Xi Jinping pointed out that strict supervision and disciplinary enforcement are powerful tools for the Party’s self-revolution, and any violations of discipline or law must be dealt with resolutely. We must earnestly study, accurately grasp, and firmly implement this important requirement; make good use of the powerful tools of supervision and discipline enforcement; uphold the tone of rigor, adopt rigorous measures, and foster a rigorous atmosphere over the long term; and further implement the requirements for the Party’s self-revolution in the new era.

“Strictness” is a defining feature of our Party’s governance and discipline in the new era. Since the 18th National Congress of the Party, the Party Central Committee with Comrade Xi Jinping at its core has, with unprecedented courage and unwavering determination, advanced comprehensive and strict governance of the Party and promoted the Party’s self-revolution. It has concretely and thoroughly implemented stringent requirements and measures across all areas, aspects, and the entire process of Party building, thus achieving historic and groundbreaking accomplishments in comprehensively strengthening Party governance in the new era and fundamentally reversing the previous situation of laxity and weakness in Party governance. With rigorous oversight—starting from bringing all public officials exercising public power under the scope of national supervision and gradually establishing a “four-full-coverage” framework—from promoting “tangible coverage” toward achieving “effective coverage”—the Party and state’s supervisory efforts have steadily extended to every field and every corner. With strict enforcement of discipline, we have rigorously upheld and enforced Party discipline, investigating and punishing every instance of violations and disciplinary infractions that cross red lines, breach bottom lines, or step into forbidden zones, ensuring that discipline truly becomes a high-voltage line charged with electricity. History and reality fully demonstrate that the key to comprehensively strengthening Party governance lies in strictness. To ensure that the Party never changes its nature, color, or flavor, we must unswervingly uphold the tone of strictness, strengthen rigorous oversight and discipline enforcement, and deepen the Party’s self-revolution.

We must integrate intra-party supervision with public oversight, attach great importance to leveraging the “vanguard” role of mass supervision and media oversight, and promote seamless coordination among various supervisory mechanisms. At the Third Plenary Session of the 20th Central Commission for Discipline Inspection, General Secretary Xi Jinping, with a view to deepening the Party’s self-revolution, clearly put forward the practical requirement of “nine ‘with’ approaches,” one of which is “taking the combination of self-supervision and public oversight as a powerful driving force.” The Party’s ruling status determines that intra-party supervision is the most fundamental and paramount component within the Party and state supervision system. Establishing effective systems for the Party’s self-supervision and building a supervision framework with Chinese characteristics are essential requirements for consolidating the Party’s ruling position and breaking free from the historical cycle of rise and fall. While strengthening intra-party supervision, our Party has always attached great importance to public oversight. We must more consciously integrate intra-party supervision and public oversight in an organic manner, fostering a virtuous interaction and mutual reinforcement between self-discipline and external discipline, ensuring that various supervisory mechanisms are seamlessly coordinated and synergistically combined to form a regular and sustained supervisory synergy.

Strengthen the daily oversight of Party organizations and effectively enhance their penetrating power and effectiveness. To ensure that oversight is integrated into daily routines and carried out consistently, we must address issues early and at their initial stages, nip problems in the bud, and establish layered safeguards. We should make precise use of the “four forms” of supervision, with particular emphasis on making greater efforts to effectively employ the first form—engaging in candid exchanges, drawing attention through gentle reminders, and promptly correcting nascent or emerging problems. By shifting the focus upstream and maintaining constant oversight, we can help Party members and cadres become accustomed to working and living under conditions of enhanced supervision and discipline. Daily oversight must achieve both comprehensive coverage and targeted emphasis. We must closely monitor key links in the exercise of power, strengthen oversight over “three major matters” and critical areas, and pay special attention to supervising leading teams—especially the “principal leader.” We must manage key individuals rigorously, focus on critical junctures, address crucial issues, and act at pivotal moments, thereby using effective oversight to reinforce an atmosphere of deterrence and self-restraint.

We must intensify efforts to investigate and address both misconduct and corruption simultaneously, transforming the Party’s strict requirements on conduct and discipline into concrete actions and ensuring that these ironclad rules acquire real teeth. This sends a clear signal to the entire Party: We will maintain an uncompromising stance and leave no room for even the slightest compromise, thereby creating a deterrent effect. We should adopt a “simultaneous investigation” approach to severely punish issues involving intertwined misconduct and corruption; employ a “joint governance” strategy to eliminate the common root causes of such problems; integrate “investigation” and “governance” seamlessly to prevent the evolution of misconduct and corruption; and leverage big data and information technology to bolster efforts against misconduct and corruption. We must thoroughly probe into the underlying issues behind the “Four Winds”—such as cliques, soliciting favors, and illicit transfer of interests—while also deepening targeted rectifications in response to persistent malpractices revealed by corruption cases. By adopting a multi-pronged approach, we can effectively eradicate the soil and conditions conducive to corruption. We must enforce discipline with genuine resolve and rigor, adhering strictly to the principle that violations must be met with serious consequences. Every instance of disciplinary violation discovered must be promptly investigated and dealt with, genuinely upholding the rigidity and seriousness of discipline and preventing the “broken window effect.” We should guide Party members and cadres to cultivate a sense of awe, remain vigilant, and stay firmly grounded, ensuring that a climate of strict discipline prevails throughout.
