The building of work style is an enduring theme in Party building and a necessary condition for ensuring that cadres are upright, the government is clean, and politics are transparent. General Secretary Xi Jinping emphasized: “The Party’s work style is the Party’s image; it affects the hearts and minds of the people and determines the Party’s very survival.” On the new journey of fully building a modern socialist country, shaping the Party’s advanced and pure image through excellent work styles is not only a valuable experience accumulated over the Party’s century-long struggle but also an urgent practical need to address the “four major tests” and “four major dangers.” Looking ahead, we must adhere to upholding the correct principles while promoting innovation, advancing institutional innovations and practical explorations in Party work-style building at deeper levels, broader fields, and higher standards. By achieving new successes in work-style building, we can continuously uphold the Party’s advanced nature and purity, constantly win the trust and support of the people, and provide strong guarantees for further deepening reform comprehensively and advancing Chinese-style modernization.

We must deeply understand the historical evolution and contemporary demands of style-building. Style-building has always been a vital treasure for our Party in maintaining its advanced nature and purity. Over the long course of revolutionary, construction, and reform practices, our Party has developed three outstanding styles: linking theory with practice, maintaining close ties with the masses, and practicing criticism and self-criticism. These styles have emerged from our Party’s continuous exploration and practice in strengthening its own building, and they have been the key to our Party’s victories in revolution. From Comrade Mao Zedong’s proposal during the Yan'an period of “the Yan'an style” as opposed to “the Xi'an style,” to Comrade Deng Xiaoping’s emphasis after the reform and opening-up period that “the issue of the Party’s work style as a ruling party is a question of the Party’s life or death,” and further to General Secretary Xi Jinping’s elevation of style-building in the new era to a strategic height—“a matter concerning the Party’s image and the hearts and minds of the people”—our Party has consistently placed style-building in a prominent position. Throughout historical practice, the guiding principle underlying the Party’s style-building has been to consistently uphold the Party’s original aspiration and mission, adhere to serving the public interest and governing for the people, and closely integrate the promotion of the Party’s fine styles with the pursuit of creating a better life for the people. Entering the new era, the Party Central Committee has firmly grasped the main thread of style-building, regarding the formulation and implementation of the Party’s Eight-Point Regulations as a crucial step to establish trust and credibility in the new era. We remain committed to using style-building to drive comprehensive and strict governance within the Party, and effectively address the most pressing issues raised by the people. General Secretary Xi Jinping emphasized: “The more we advance reform and opening-up, the more we develop the socialist market economy, and the longer we remain in power, the more prominent various style-related problems within the Party become. The more so, the greater our need to strengthen style education and style-building.” At this new historical juncture, facing a complex and ever-changing international situation and the arduous tasks of domestic reform, development, and stability, strengthening the Party’s style-building has become particularly important. We must persistently and continuously deepen style-building efforts.

Strengthen institutional innovation and improve the mechanisms for making style-of-work development a regular, long-term practice. Institutions are fundamental and crucial for the long-term governance of the Party. General Secretary Xi Jinping emphasized, “We must focus on addressing problems at the institutional and mechanistic levels and enhance the enforceability of existing systems.” To shape an advanced and pure image of the Party through outstanding work styles, we must rely on a scientific and comprehensive institutional framework that provides rigid safeguards and pays close attention to resolving deep-seated issues through institutional and mechanistic means. In practical development, we must closely align with the practical requirements of promoting the normalization and long-term effectiveness of style-of-work development, scientifically construct and continuously refine the “four pillars and eight supporting structures” institutional matrix, and strive to create a vibrant institutional ecosystem. The "Regulations on Disciplinary Actions of the Communist Party of China," revised and put into effect in 2024, fully embodies the clear signal of governing the entire Party with strict discipline. By continually tightening institutional norms, it exerts sustained deterrence against all kinds of disciplinary violations and provides institutional support for shaping the Party’s image as one of strict discipline. We must pay equal attention to both institutional development and enforcement, using a complete supervisory system and effective mechanisms that emphasize regularity, meticulousness, and long-term commitment to drive style-of-work development deeper and more effectively. We should transform the achievements made in rectifying the “Four Winds” into comprehensive benefits that foster a new ethos and promote upright conduct, cultivating a new spirit of seeking truth and being pragmatic, uniting in solidarity and striving together. We must continue to improve the institutional and mechanistic frameworks that encourage initiative and entrepreneurship, organically integrating compliance with rules and regulations with the fulfillment of duties and responsibilities, thereby providing a favorable environment and broad space for the growth, progress, and active engagement of Party members and cadres.

We must adhere to the integration of “shaping form” and “consolidating the foundation,” continuously promoting practical innovation in style-building. General Secretary Xi Jinping emphasized, “Belief is the root; style is the form. When the root is upright, the form will naturally cohere; when the root is corrupt, the form will inevitably fall apart.” “The issue of style is, at its core, a question of Party spirit. To strengthen style-building, we must return to simplicity and consolidate the foundation, placing particular emphasis on firmly upholding ideals and convictions, practicing the Party’s fundamental purpose, and enhancing moral cultivation.” Only by adhering to the integration of “shaping form” and “consolidating the foundation” can we ensure that both the moral ethos of style-building and the ideal beliefs underpinning ideological development jointly play a guiding role. We must actively guide Party members and cadres in cultivating the “heart-learning” of communists, putting ideological and political development first, consciously using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to transform their inner world, always maintaining the political integrity of communists, continuously strengthening the foundation of faith, supplementing the spiritual calcium, and keeping the helm of thought steady. We should guide Party members and cadres to focus tightly on maintaining the close bond between the Party and the people—the key to success—and to orient their efforts and goals toward truly realizing, safeguarding, and developing the fundamental interests of the broadest masses of the people. We must comprehensively promote soul-building, form-shaping, and rule-setting, resolutely resisting the erosion of all unhealthy tendencies, and with a style characterized by seeking truth and being pragmatic, pursuing practical results, and upholding rules and discipline while maintaining integrity and honesty, unite and lead the people to continually open up new horizons in economic and social development.

We must strengthen the simultaneous approach of breaking and establishing, and in the process of upholding what is right and eliminating what is wrong, further enhance the Party’s image as advanced and pure. General Secretary Xi Jinping pointed out: “We must uphold the dialectical unity of breaking and establishing—adopting a simultaneous approach of breaking and establishing, prioritizing establishment before breaking. We should proactively and energetically establish what needs to be established, and promptly dismantle what needs to be dismantled on the basis of what has been established. In the unity of breaking and establishing, we must ensure that reform progresses steadily and swiftly.” He emphasized: “We must establish and improve systems and regulations, set forth ‘clear rules’ and break down ‘unwritten rules.’ Focusing on actual cases of corruption, we must identify vulnerabilities and draw lessons from them.” Style-building is not only a tough battle but also a battle of the heart and a protracted struggle—a process of simultaneously breaking and establishing, upholding what is right and eliminating what is wrong. We must adhere to the principle of upholding the correct while promoting innovation, continuously exploring new paths on the basis of inheriting fine traditions. We must uphold the unity of breaking and establishing, resolutely eliminating behaviors and practices that violate Party discipline, national laws, and the Central Committee’s Eight-Point Regulations. We must eradicate the “Four Winds” hidden within our thoughts and concepts, remain politically sober at all times, clearly define behavioral boundaries, and always maintain a sense of awe, vigilance, and adherence to bottom lines. At the same time, we must actively foster a new atmosphere of health and positivity, cultivate a work style characterized by seeking truth and being pragmatic, vigorously carry forward the Party’s glorious traditions and fine styles, truly understand the real situation, speak the truth, come up with genuine solutions, get things done effectively, and achieve tangible results. Only in this way can we ensure the continuity and effectiveness of style-building efforts, strive to create a virtuous cycle, and win the trust of the people and unite both Party members and the general public through the practical achievements of style-building.
