Participate in the provincial-level recommendation work for the third batch of national demonstration initiatives for building a law-based government, serving as a third-party evaluator to assess the comprehensive candidate regions and individual candidate projects submitted by governments across various localities.
Administrative litigation case concerning the administrative penalties imposed on Dalian Kunma Gas Co., Ltd. in connection with the “9.10” major pipeline liquefied petroleum gas leakage and explosion accident, as approved by the People’s Government of Liaoning Province;
Provided legal review opinions and conducted a comprehensive study of all legal issues related to the administrative penalty cases associated with the major pipeline gas leak and explosion incident on October 21 at No. 222, Taiyuan South Street, Heping District, Shenyang City, as approved by the Shenyang Municipal People’s Government.
Participated in the legality review of major items—including the emergency procurement of mobile nucleic acid testing vehicles, negative-pressure ambulances, and modular CT scanners—under the “Liaoning Province Project for Rapidly Enhancing Emergency Response Capabilities to Epidemics.”
Provide legal advice on the entire enforcement process for administrative law enforcement actions taken citywide against cases of failure to install gas detectors, and draft standardized enforcement documents.
Participated in expert review meetings and filing review seminars for legislative (amendment) projects including the “Liaoning Province Urban Heating Regulations,” the “Shenyang City Regulations on Optimizing the Business Environment,” the “Rules of Procedure for the Standing Committee of the Liaoning Provincial People’s Congress,” and the “Liaoning Province Urban Renewal Regulations.”
